Typically how do you resolve a tie in bidding?

Combat move. Could an infantry move 1, load onto a transport, then offload another place.

Norway is undefended and I’d really like to use my Eastern Canada transport and my Western Canada infantry.

I’m up for a league game. It’ll be my first PBF game so I’ll probably need a turn to get used to it, but I’m dying to get into it.
