Does anyone know what the deal with the Soviet convoy line in the Atlantic is? It doesn’t seem to have an IPP value to conduct raids on. Is there something in the rules about it?
It does not have an IPP value but lend-lease is likely going to travel along that line which is why it is there.
We might do something with it in an expansion but for the moment it is for your edification. In tracing lend-lease
it is likely that both the Turkish Straigts and Danish Straits are closed to lend-lease which means to get L-L to the USSR
most players are going to be running through the north - or you could invade Iran which the Allies did - or try to get some L-L into Vladivostok. They even shipped some down the Lena River from the North Arctic, which I will put in an expansion -

What happens when lend lease passes enemy ships, the rules don’t say?
If you look on page 30 under interdiction it states that if Submarine is on the path it gets an interdiction roll. Since lend lease routes are not escorted this would be a 1d6+2 (+4 if Advanced Sub) versus a d6 for the lender. If it is a unit any damage kills the unit. If it is money then IPP value reduced by damage.
Surface ships do not damage lend lease but may blockade. If 3 ships in a zone that zone is blockaded and lend lease would have to find an other way. If not alternate path exist then the lend lease is held until next turn and delivery is tried again.

Can the Soviets use their rail factory ability on any turn? I could not find a restriction. I would think it should be triggered by war with a major power and enemies inside Russia, however it seems like the Soviets can move factories in July 1936.
The Soviets cannot rail their factory until they are at war with a Major Power. It can only rail minor factories.
I did check the rules and yes, they are not clear, so official clarification here - it has to be at war with a major power -

On the French and Great Britain reference sheet the following peacetime income modifiers exist.
France - “2D12 Axis initiates war with any country.”
Britain - “2D12 IPP Axis declares war on ANY OTHER country.”Japan declares war on China. I am sure it is not the intention of the rules for WWII to breakout at the start of Japan-Chinese conflict, however what constituents “any country” for these powers? Or should Axis be changed to Germany?

Britain has this modifier “D12 IPP Axis declares war on USSR.” If Germany, Japan, and Italy declare on USSR does this result in 1d12 or 3d12?Okay so yes, you are correct China is not covered - Japan can declare war on China without triggering this. Declaring war and initiating are the same thing - so if for some reason China declared war on Germany it would not trigger a British / French increase. If it says Axis the increase only happens one time, not 3.

Yes!! Global War-2nd edition rules provide rules for rivers, mountains, canals, and there are some impassable zones (Pripets).
Although (Spoiler) expect Partisans (out this spring) to be able to use the Pripets -

There are all kind of players - honesty we get a ton of people who email us profoundly upset that things are not MORE historically accurate and we get people who say things are too complicated - but the great news for everyone is you can really pick and choose what you want to do and make your own rules to suit your own style of play.

I could not figure out how to post a picture here - but I put one of the German-Swedish convoy line on HBG’s Facebook Page just now - and I can’t post links here either but you can find it if you’re resourceful� � � :-D
I did take the liberty to visit that side and post your picture here, together with a pic of the original A&A Europe 1999 ed map, that got Convoy Zones. The idea of convoy lines printed on the map have been used before, like in the Attack from Eagle Games, and some Risk versions, but I don’t like it because ships in a convoy is not nailed to the ground like a railway, convoys are mobile and can easily move to another seazone if there are too many subs in the other zones. Yes, the convoy zones from Europe 1999 ed is printed on the map, but with the new convoy tokens from HBG we get the option to choose what seazones we want to sail trough. And I love that.
It is true that convoys are not nailed down but given the size of the sea zones most ships took direct routes where they could - that is where we put the lines. I would love to see what you are doing with the convoy tokens and maybe include that as an option in one of our expansions

It turns out I cant post two pics in the same post, so here comes the A&A Europe 1999 ed map with printed convoy boxes.
A quick comment to the HBG map, the railways look intriguing, but the convoy lines should go between Ports, not end in some remote areas
They do go between Ports (aka naval bases) - the convoy line shown here represents important ore trade between Sweden and Germany during World War II. Most of the other lines represent important trade routes.

We will release 39 rules in a while for those who don’t want the 36 experience.
1936 to 1945 is a long game, I believe 18 turns. Some turns go quicker early on
as there is sometimes less to do than later on. -

I think you guys will like the new GLOBAL WAR -2nd Edition (1936-1945) coming out in November from Historical Board Gaming. I am the designer on this and we play tested new convoy rules using convoy lines that address some of the issues in this thread.

Now lets talk about how the convoy system works -
SUBMARINES can only hunt along convoy lines. There are new rules on submarines that prevent most surface groups from just going sub-hunting - which was highly ineffective. The way to take out submarines is to assign them as escorts (using an escort marker). When a submarine hunts along a convoy line it makes an opposed raiding roll (D6) and if it gets higher than the opponent it does that much damage. That roll is modified by the number of escorts along the line (they also get a free shot back) but there is a max of 1 escort per sea zone - this forces the defending player to spread his or her ships out. The maximum damage is listed on each named convoy line.
Players also get bonuses for having developed advanced submarines, radar, and having patrol aircraft on station.The system works pretty well in play testing and more or less forces the British to employ their ships on convoy protection across a wide swath of the world instead of piling up for an amphibious invasion…

Instead of making a bunch of more games can’t you just make Global War better and have rules that everyone understands? If people are still having trouble understanding 7.2 it doesn’t make much sense to make more games.

Can you explain this a little bit, to the extent you can without divulging whatever is prohibited?
I have recently become an advocate of separating the USSR from the Allies to better model real war interactions. I am just wondering if your mechanics are along the lines I have been imagining.
I assume this is an integral part of the game? Meaning the game is designed to play this way and you cannot choose to play classic A&A USSR-UK-USA alliance. Seems like it would be very hard to design the game so you have an option here.
The Soviet Union as a third alliance should be interesting. So to start there are 3 Alliances and each nation within that alliance has victory objectives to accomplish. The Soviets are expansive, by in large (save for a few) they want to expand the influence of communism - in spain, in china etc….Both the Allies and the Axis want to prevent this but they have other issues - that the Axis are also wanting to expand, so this sets up the dilemma of exactly how much to help the USSR. Too much help and the USSR can roll through Europe at the end of the game. Too little and they can get crushed. So, it is the same dance the Allies did in World War II. Many games can end without the USSR and USA going to war, but they can go to war once one Axis capital falls. The USA loses a victory condition if they do go to war, so it really has to be worth it for the USA to take on the USSR.
