I enjoy these threads because of the technicallity of which you guys view moves. Very enlightening.
For what is it worth:
I typically hit the Soviet Union with everything I can to take them out of the game as quickly as possible. This seems to be most effective. The UK is so weak in the Atlantic that I do not concern myself with them early on, though after reading this thread it can be useful to do so.
I do not typically declare war on the US until turn 3. It seems to make sense to keep them out of the game as long as possible, and allow Japan to focus on Asia. The last game I played I made the mistake of forcing on China when most units should have been pursuing India. I made some major mistakes with Japan, and they were reduced to defending Tokyo, and the UK reclaimed much of Asia.

I actually played a game today, a noob on Germany.
France held throughout the seven turn game. I had UK fighters parked in Paris. Germany didn’t attack France on their first turn, giving me time to buy infr. All in all Germany probably lost twenty units to Paris. Struggled Germany, on turn seven Berlin fell to the Soviet union. Japan was over powered in the Pacific, the axis conceded.

Alright, a G1 attack wasn’t practical.
However the G2 attack was. The Soviet lines fell immediately, at which point the only substantial resistance was in left in Leningrad and Moscow. All of the out lying territories either offered little resistance or retreated to Moscow. Moscow fell about three turns after the fall of Leningrad.
However
This may not work if your Allies opponent is an aggressive player. I essentially committed everything to the Easter Front until the point that my forces were in the territories adjacent to Moscow. Had my opponent been aggressive, I imagine I would have problems in Europe itself. However, the Soviet Union simply cannot hold their ground under the pressure of the full German machine.

I would think the US, the IPC collection is so massive, and the distance so far, that the US probably will not lose its territories. The biggest issue being all of the weight placed on the US players shoulders because of the mentioned industrial might. As well as fighting a conflict in both the Atlantic and Pacific
I would go either US or Italy. I almost said the Soviet Union, however I am not sure how much fun a defensive game would be for new comers.
Some of us like to blitz and push the enemy back. lol

When I play I always keep in mind probabilities. Here’s an example. I once got caught in a naval arms race with the U.S., while playing as Japan. My opponent was buying nothing, but battleships, but rather then try and match him Battleship for Battleship, I chose to invest in cheaper units, that would allow me to roll more die than him.
If you pit 2 Battleships vs. 2 Battleships there is a 33% chance he will win, a 33% chance I will and 33% chance we destroy each other(on average). However, if I take my 40 IPCs and spend them on 1 Battleship, 2 Submarines and a 1 Destroyer, suddenly his odds of winning are reduced to 30%, mine increase to 60% with a 10% of mutual destruction. I’ve given my 40 IPCs more bang.
Just some food for thought.

RE: Best Bang for the Buck
For those of you with an Android phone I would recommend the Axis and Allies simulator. You plug in what type of game you are playing, any special conditions that exist, what unit types, what type of battle, etc. and it runs the battle 1000 times and let’s you know the outcome. We actually ban it from games, but helps when considering a tactic or in post-play. Obviously there are other factors to consider other than the odds, but it can’t hurt.
Here are the results of a few sims I have run for the amphibious assault of 1 defending infantry vs. the various transport arrangements.
