May land units ever move twice?

I thought I read that it was allowed
if it all the movement is within home territories?

or is it home and conquered territories?

Where is that rule found?  FAQ or book?

real substantive changes are not just recommended but necessary?

It has been long enough to gather up all this free playtesting data that has been reported here
and to review all the solutions and recommendations and still all we got is a Tournament FAQ??
