I’m new at this game and have a question about the strategic bombing procedure.
The rules describing the procedure end with rolling the die and having the target country pay that many IPCs back to the bank. So far we have played that the bomber then is free to return to base during the non-combat movement.
However, one could interpret the rules as saying that strategic bombing is just like combat except that the bombers attack the factory–i.e., and defending pieces in the zone (like fighters) get to roll a defensive roll after the attack. Is this the way it should be played?
If not, what happens if bombers attack the factory at the same time other units attack forces in the factory zone? Is the strategic bombing still a completely independent attack?
