      3 questions

      1. is it possible to score some extra offshore battleship bombardments in a contested zone by having a transport pick up an infantry in the contested zone, only to then offload it into the same zone/territory it started it’s turn in (potentially after moving to a different sea zone with a minefield just for kicks), thusly allowing you to bombard with a battleship, even though you aren’t offloading any new units into the fight?

      2. if a transport is offloading into a territory as part of an amphibious assault, can a battleship provide offshore bombardment support even if it isn’t in the same sea zone as the transport (say the transport is in sea zone 15, offloading into Spain, and the battleship is in sea zone 16)

      3. (it’s a long one, sorry)
        At my table, in order to save time and have maximum reactivity, it is common for the United states player to pass the first 2 turns before spending all 60 IPC’s on turn 3. This normally takes the form of the United States player simply saying “I pass” the first 2 turns to save time. However, there are occasionally times when I as the German player have submarines in the appropriate sea zones, and want to have the option to declare unrestricted warfare after the United States player has decided not to buy anything for their purchase units phase, but before their collect income phase so that I have the chance to reduce their income, but only if they arn’t purchasing anything. (If this should happen on turn 2, and I reduce the United States income, then sure the United states would join the war early but if I only decare Unrestricted submarine warfare when they already passed their turn 2 purchase, they won’t have any transports so it wouldn’t matter).
        My question is whether the United States player saying “I pass my turn, count my income, You’re up Austria-Hungary” (or something to that effect) real quick allows the United States player to prevent me from taking such an opportunity? Or, am I allowed to say something like “hold on, I want to go through your turn phase by phase” in a manner enforced by the rules such that I can make sure I have a proper opportunity to speak the many syllabled declaration at the appropriate point of the game if I want?
