So you have to get rid of the French units in Normandy to prevent the French from moving into South France? The destroyer and cruiser would be destroyed?
What of the infantry, artillery in South France? They’re frozen? Are they pro-Axis?

The “Vichy France” event occurs at the beginning of France’s turn, if all the conditions are met. The conditions are: (1) Normandy is Axis controlled; (2) Southern France is French controlled; (3) there are no non-French Allied units in Southern France.
The reason I’m attacking Normandy is so that it is Axis controlled at the start of France’s turn (one of the conditions that needs to be met). You could liberate it with UK, but then Italy would have a chance to take it back to ensure that the conditions are met by France’s first turn.
If the conditions are met, then all French territories and their units turn pro-axis neutral at the start of France’s turn. As stated in Game Notes, the territories and units can be taken just like any other pro-axis neutral. Southern France is the one exception. If that unit is occupied by the Axis, all remaining Vichy French units on the board (that have not already been taken by axis) are disbanded. This includes the infantry and artillery in Southern France itself.
The fleet in sz 93 also turns pro-axis neutral at the start of France’s turn if the conditions are met. The fleet cannot be captured. It simply sits there and defends the seazone if attacked by allied forces. Axis ships can move into the same sz with the Vichy fleet. They simply defend it together. If Axis occupies southern france, the fleet (like the rest of the Vichy units) is disbanded.

There are no files that need to be downloaded to play the mod. Its just a saved-game file with xml changed to include the NOs and what not
There is, however, an optional download you can do that will enhance the experience a bit: The file adds the objectives to your objectives panel, makes Vichy French territory appear in a distinct color (without the download, Vichy territory appears in the ‘true neutral’ color, which is unsightly, but doesn’t really hinder game play), and makes the marines appear more distinct from regular infantry (without the download, the marines appear as infantry with tiny arm badges on them. Marines are used infrequently, so its not really a big issue). Most people play it without the separate download, but if you’d like it, let me know.
