The may declare war at any time, however unless Paris has already been captured by Germany their combat moves may not include attacks on any game space occupied by French or British units on the turn they declare war.”

The turn they declare war they cannot attack a spot that has troops in it until France has in fallen on the turn they declare war. You declared war using Britain on the turn before Italy could get a chance to go.
