This appears to be the culprit here: Edit Mode has never been supposed to be active during gameplay. In the past there have always been warnings about using Edit Mode even during phases. Edit Mode should be activated (and after action deactivated) at the very beginning or at the very end of a phase.
And likely never during conduct combat phase.

FWIW I cannot reproduce the issue either.

@Tstetz I know this topic is old, but I’ll let you know something, which is obvious, the game’s programmers are not interested in improving the strength or playability of the AI, that is very easy, they should keep it weak, because this is a game of competitive multiplayer nature and that promotes competitive massiveness, so the strength of the game you must gain by playing against other players, the AI is only for you to learn the elementary things of the game, whoever wants to play an AI of this 1942 2Ed look for this map in Triple A which is the same game, but much stronger … World-War-II-v5-1942-SE-TR

Good game.

I used the same strategy I now use in Europe 1940. You surrendered too early for me to find out whether it worked in Global 1940. I used The Good Captain’s J1 strategy, which has served me well so far:
