Just wanted to clarify as there are two conflicting answers to this question:
Here is the scenerio U.S. want to invade German coastal territory A. The sea zone the U.S. is invading from is touching both territory A and territory B. Territory B has an airbase with fighters on it. Can Germany scramble fighters from territory B even though the attack is on territory A?

OOB - Yes.
Alpha+.1 - Only if there is a sea battle before the assault.Krieghund is right in this case. Here’s the explanation from Larry:
In situations where a sea zone is served by more than one airbase, Korea and Japan into sea zone 6 for example, each of the territories (or both in this case) can scramble up to 3 fighters and/or tactical bombers. On the other hand, if Korea is specifically being attacked by an amphibious force, and there is no sea battle occurring, only the aircraft in Korea can participate in the scramble.
To sum it up: If there is a sea battle, involving an amphibious assault or not, all neighboring aircraft that meet the scramble requirements can participate in the sea battle. If there is only an amphibious assault and there is no sea battle, only the territory be attacked from the sea can scramble up to 3 aircraft.

The problem is that such process should be done before the game were released, and it’s duty of the seller’s playtesters, not duty of the gamers.
I mostly agree with you, but I’m willing to grant some leniency when it comes to the Global game because the scope is so massive. And maybe I didn’t play it enough to notice the problems, but I found the OOB game perfectly serviceable the four or five times I’ve played it.
Also, I’m not sure if such flux of semi-official rule changes almost daily is better for the very gameplay. I have yet serious doubts about OOB being needed of such drastic changes, specially in Europe’s board, and more important, with such unstable game enviroment, gamer’s mods cannot be released. Also, sometimes one is not sure about what game is really playing
Almost daily? I see Larry’s post on November 30, followed by edits (a couple of which were tiny) on December 1, 5, and 7, with no updates since then. And to me the game seems very solid now, so I can’t imagine any more major changes will be coming. A buddy and I started an Alpha+.1 game on Saturday, and it’s been going for around 10 hours now over a couple days and we still have at least a few hours left to resolve it.
And what’s stopping anyone from releasing mods? Isn’t the point of a mod to change things to how you think make the game play better? If the OOB has 2 infantry on a territory, and the Alpha+.1 has 4, and you think it should have 3, what’s the difference between adding one to the OOB setup or taking it away from the A+.1 setup? Just make your changes and test 'em out.
I’ve complained like hell about the 1940 games before (no paper money, AA guns, missing necessary charts, etc), but I am really appreciative that Harris is working hard to make Global 1940 the best game it can be.

Clarification time: For some reason I had it in my head that France does not surrender its IPCs when captured by Germany. My buddy and I started an Alpha+.1 game on Saturday and while rereading the rules I couldn’t find anything special about France anywhere. Did I make that up somehow?

I made a version of the National Objectives charts that I’ll be trying out tonight with a Global game. Check it out here:

Use infantry to mark what’s done. The first three pages are for the Global Alpha+.1 set up. I made the third page first (29 objectives crammed on one sheet), then decided it looked a little crowded so I split the info up on to two sheets: one for Axis powers and one for Allies (the first two pages in the file). I slapped on the new rules at the bottom to help make things clear.
The other pages are for the OOB setup and the original 1940 games. Let me know if you see any typos or incorrect information anywhere.

Can surviving transports unload or do they have to retreat?
I’m guessing they’d have to retreat. They can’t unload until the naval battle is resolved, so the best they could hope for is a few rounds of poor rolls for the fighters.

Sorry if this has been asked and answered already… Playing Global, UK has declared war on Japan. Can UK-Pacific move warships into the sea zone around The Philippines while U.S. warships are there? If so, can Japan attack those ships without also attacking the U.S. fleet?
