ok, don’t arrive to 66% (more like 40%, right?), but still it is an interesting idea. :-)
You can use an early tech over more number of turns, so better pay up that cash early.
I would say that it leaves you rather thin for round 2. An maybe I’d advocate two dice +1 rtl, 1 inf, but either way, would be fun to try! :-)

Incorrect, by the rules anyway. Each AA Gun may fire one rocket at a different Industrial Complex within 3 spaces per territory.
If you had 100 AA Guns in 100 Territories all within 3 spaces of a different Industrial Complex, you could do 100 rockets worth of damage.
Oh no Jennifer, it is impossible to do 100 Rocket attacks , I am afraid…
You see - there are only 82 Land Territories on the map (+16 impassable neutrals). :mrgreen:
So the definite maximum number of territories you could bomb with a Rocket attack, on a single turn, would be 41. The other 41 territories on the map, would have to have one of your AA Guns on it .

I thought that maybe if there was a trn, you might be able to both Autokill the Trn and Bombard , but alas it is not so…

Yeah, that’s kind of my point. In theory it could be useful as an airbase (in theory though!) - but Greenland is already in the very same sz.
Greenland/Iceland, two zero-ipc allied territories, entirely enclosed within a single SZ; it’s a first, in the history of the A&A Franchise! :-D

The invading fleet may attack the ss/trn, but then they cannot bombard. They MAY however ignore the ss/trn, and then bombard…
The invading fleet may attack the ss/trn, AND bombard, in the ensuing amphib assault
If defender is lone tranny/-ies , then the invading fleet may BOTH kill the trn/-ies & bombard

But that really does not change the picture, does it?
My point is that HB:s are terribly effective VS fleet, and that you need to spend more IPCs, then a potential attacker, in order to defend against a HB threat.
Sure , landingspace must be taking into consideration. But I do not really think that it does change the calculus that much.
The problems with HB:s , is their power vs fleets…
Imagine 3 HB:s VS 2 ftr 1 CV (the most bang for defensive bucks)

The problem with Heavy Bombers, they way I see it, is that they are extremely powerful against navy…
A unit that is rolling 2@4, and costs 12…
Sure, it can only soak 1 hit, but still… How can build anything to defend against that?
For 34 ipc, the naval defender can buy 2FTRs+1CV, equal 2@4 1@2, “3 hitpoints”
For 36 ipc, the HB Attacker can buy 3 Heavies, equalling 6@4, and also “3 hitpoints”…
The HB:s will just clear the oceans, the way I see it…
