What are the suggestions for the best WWII Hex & Counter game?
I’m looking for something global (Pacific + Europe) and something just European theatre.
Australian Design Group? Case Blue? Rise of Third Reich?
Just trying to narrow down some options.
Some ideas from a variant I play:
IPC Income: Finland (3 IPC), Romania (6 IPC) , Bulgaria (3 IPC) & Hungary (3 IPC). These IPC income levels are fixed and do not change except for NO achievements. Any captured territories by Minor Axis nations are applied to Germany’s IPC total. IPCs cannot be share amongst Minor Axis nations or with Germany.
Germany and Minor Axis act on the same turn (so they can conduct combined attacks).
German NO: Gemamny recevied +5 IPCs while all Tripartite Pact members are unconquered, including Italy, Romania, Hungary, Bulgaria (+ Japan for global game) and Finland remains unconquered.
Unit Builds: Minor Axis nations cannot build ICs, Air or Naval bases. They can build any land unit type, Fighters and Transports but no other naval or air units. Any units purchased are placed on the Minor Axis nations home territory.
Minor Axis units can be combined with German (but not Italian) units for special abilities: i.e.: Romanian artillery can support German Infantry to recevie +1 attack bonus.
Set Up & NOs (1940):
Finland: 2 Infantry / 1 Artillery / 1 Armor. +2 IPCs when Finnish units occupy Vyborg / +1 IPCs when 3 or more German land/air units are present in Finland.
Romania: 3 Infantry / 2 Artillery / 1 Armor / 1 Fighter. +1 IPC when SZ100 is free of allied naval units / +1 IPCs when both Ukraine & Western Ukraine are occupied by Romanain units / +2 IPCs when 4 or more German land/air units are present in Romania / +2 IPCs when there is an uninteruppted supply line from Romania to all of the following german controllerd territories: Germany, West Germany / Greater Southern Germany.
Bulgaria: 3 Infantry / 1 Artillery / 1 Mech Infantry. +2 IPCs when Bulgarian units occupy Greece / +1 IPCs when 3 or more German units are present in Bulgaria.
Hungary: 3 Infantry / 2 Artillery / I Armor / 1 Fighter. +2 IPCs when Hungarian units occupy Yugoslavia. +1 IPC when 3 or more German units are present in Hungary.
Attached is the latest version of AAG41 w/ Axis & Allied Minors.
I know coachofmany/Tigerman77 & Ozeta have there own versions running now…mine is not meant to override but is just an update of a version i’ve posted over the years.
It plays off the AAG40 boards and is based off Alpha2 rule base; NO’s have been modified to take into account the timeframe and a NA or two have been added to each nation.
Essentially, the game adds Romania, Finland, Bulgaria, Hungary and Vichy France for the Axis and Canada, African Colonies, Free French and a more separated UK Pacific for the Allies. It also establishes “Major Neutrals:” Spain as Pro Axis; Sweden and Turkey as “major” strict neutrals.
There are also some modified rules allowing for powers to attack on the same turn, etc.
I have found it to be a “simple” upgrade and fairly balanced (played 5 games so far with 2 Axis wins and 3 Allied wins).
I have used units from historicalboardgaming.com and will eventually add the FMG units. I’ll post some pics later.

A few questions for further clarification (assuming all countries are “at war”):
SZ85 (Brazil - assuming they are still neutral) - If an axis sub moved into this convoy marker, which allied power’s income is affected (if any)?
SZ105 & 93 (France) - Assuming Germany has taken over mainland France, and they move subs into either of these convoy markers, is France’s income still affected? What if France is knocked out of the game - would these convoy markers become “german” and are now subject to allied raids?
SZ99 (Greece) - Assuming Germany has taken over Greece; if allied subs raided this convoy zone, is Germany’s income affected?
SZ41 (Sumatra) - Assuming Japan has taken over Sumatr; if allied subs raid this convoy zone, is Japan’s income affected; or is UK Pacific still affected; or both?
Basically, there has been some debate in our game on how convoy markers are played once the land territiry has been taken over by an opposing power.

I use a limited number of NA’s to keep things playable. Most of these are from previous posts on this forum. I made good use of some painted units from historicalboardgaming.com to cover these special units.
Germany:
-SS Panzer Armor Units are available to Germany only. Germany may purchase up to a max of (1) per turn for a max of (6) for the game. Attack/Defend (4/4). Cost: 8 IPCs.
-When matched with SS Panzer Armor 1:1; the respective Infantry unit is considered SS Panzer Grenadier and Attacks on 2.

I am creating a revised verison 2.0 for AAG40 board (1941 timeframe) which will incl;ude the following updates
Alpha+.2 updates (Factory, AA Gun and Naval/Air base set up) (National Advantages that are applicable for '41), (etc.)
Add African Colonies as part of the UK Minors. This will add some small set up additiona in North and East Afrcia to make it relavant. These units are avaiable at coachofmany’s site!
Set up edits to the North African theatre (Germany, Italy and UK, UK Minors)
Attached is v1.9 which is designed as a 1941 variant with Minors to be played on the AA40 Global Map.
I have not yet playtested, but will be doing so soon (So there may be some bugs…).

In the past, I have use MB AA and The War Game to gather units for the additonal Minors. But now you can go to coachofmany’s web site and get painted units and roundels for all of the nations used in this version.

I think you should be able to use the 1939 Map with the Monroe variant. It would require some adaptation of the Set Up and Income charts based on the additional and different territory names. I would think you could use DeathsHead version on the 1939 map as well, but same challenges would apply.
I also prepared a variation of the Monroe version which can be used as a 1941 variant using the standard AA40 Global map from WOTC. I have attached an excel file of this variant (v1.9) which includes Set Up charts, National Objectives (pulled relavant NOs from LH’s Alpha+) and several National Advantages. I have not yet playtested this version on the AA40 Global map.
coachofmany’s site is a great addition to the A&A community. I plan to buy the 1939 map at some point (I played the Deathshead Map to death :lol:) and several of his painted armies. This will really help complete the Monroe version (on whatever board its played).
When France falls, I also convert French units in Southern France and all remaining African nations to Vichy. All others revert ot UK Europe control as Free French. Any French naval units in the Med or off the coast of Africa automatically become Vichy. Any French naval units off the coast of UK or northern France roll D6 as follows: 1-3 scuttle; 4-5 revert to UK Europe as Free French; 6 Vichy French. Vichy France collects no income and thus cannot build any new units. Vichy French units can only defend, they cannot attack. German and Italian units can move thorugh Vichy territories.
After several tests, this rule set is simple and does not throw the game out of balance.
The Factories (As well as some of the Mnor Axis Units) came from “The War Game” (which is a great game).
