@hbg-gw-enthusiast Close. I’m referring more to “or if that nation has units in Chinese Home Country”, part of the CCP reference sheet. Japan has units in Chinese Home Country at the start of the game (i.e. Manchuria). Which means the CCP can declare war at any time.

Latin America Expansion Heavily Favors The US?
The US, Germany and Soviet Union can Align certain nations in Latin America without needing to be at war with a major power.
In 1936 start date, if Germany aligns a nation, the US could just activate Monroe Doctrine and capture it. Giving the US even more IPCs with no trouble since Germany can’t really reinforce it.
Doesn’t this heavily favor the US since they’re going to be the only ones aligning nations before the war with no penalty?

Border Clash Favors Japan?
Japan starts with 7 air units in the 1936 start date. Soviets 3. The Japanese can just land all their planes in Manchuria, border clash and easily win. Doesn’t this unfairly favor Japan?

Partisans Defense Bonus In A City?
For the Partisan Expansion, would a partisan get +1 Defense for being in an enemy city? Or would they be considered surrounded if all zones around the city are enemy possessed?

Russian Super Weapons expansion No Unit Limit?
Is there a unit limit for any of the Russian Super Weapon units? Or can the USSR buy an infinite amount of any unit once the requirements are met?

Diplomacy Expansion Favors The Axis?
The physical Diplomacy chart on the left hand side says
“Major Power must be at full wartime income to conduct diplomacy”
Doesn’t this heavily favor the axis? Since they’re the only ones at full wartime income in the 1936 start date. -
Can Italy stay neutral the whole game
In the British reference sheet, it states that Great Britain may declare war on an Axis power if that nation has declared war on any other nation during the game. Does this include the Axis power in question being at war at all, even if it was the opposing nation that declared war first?
Here’s the scenario in our game: Italy has never declared war on another power. The USSR has just declared war on Italy, and now Great Britain wants to use that as justification for attacking Italy. Is this allowed? Or does Italy need to be the one to make the declaration of war?

Is a major power able to lend lease Facilities such as Fortifications, air bases, coastal artillery, factories, shipyards, sea plane bases, etc…?

Declarations of War on an Alliance
How do declarations of war on a faction of your alliance work? If Japan declares war on France while France is aligned with Britain, does that mean Japan also is declaring war on Britain? Since both are on the allies and not neutral anymore?

When France and British are aligned, if France declares war on Japan but Britain does not, can the British move a unit into a French land zone in the pacific and prevent Japan from attacking that land zone (French land zone with British unit) unless Japan declares war on the British?
