Are you wondering if CCP DoW’s Japan, does Japan attacking into land zones on a turn lower their oil trade income? It does. Are you wondering if France’s peacetime income increases +1 for this, it does not because the +1 is triggered here for Japan DoWing China, not the reverse.

If you review the China CCP National Reference Sheet, you will see that in order for the CCP to declare war, they must have evolved to a Major Power. Are you referring to a situation where the CCP has evolved to a Major Power, or does that answer your question?

@plasticknight Yes. In the second scenario, if the Home Fleet moves into Sea Zone 11, then the German player will cower and not scramble any fighters because the Home Fleet would annihilate them. So then, the MAP+DD pair would get their single rolls to hit any German subs. If they got a hit, the hit submarine could fire back, attempting to kill the Destroyer. If they missed, the submarines would submerge.

@plasticknight It is my understanding that with your first scenario, the German player could scramble the fighters to support the submarines. The restriction on the MAP+DD pairing is limiting to the attacking player in this scenario, not the defending player.
My take on how the situation would work with your second question is:
- The attacking player moves multiple attacking ships moving into SZ11. Following Page 37, “Clarifying Ordering Effect”, the attacking player announces his intention.
- The defending player announces what he wants to do with his submarines - intercept the moving units, or allow them to continue moving. Let’s say the defending player does not intercept.
- The attacking player completes all combat movements.
- The defending player now gets to decide if he wants to scramble fighters from Western Germany. Let’s say he does so.
- The attacking player rolls for all his units, but tracks separately if his MAP and DD get hits.
- The defending player will select his casualties. If he wants, he can pick submarines to be killed by non-MAP+DD pair, but if he doesn’t want that, he would take all the non-MAP+DD pair hits on fighters, then take any left over MAP+DD pair hits on the submarines.
- At this point, the defending player can decide if he wants his submarines to submerge, or roll. He can even decide that if he wants a submarine that is going to die shoot back before dying.

@jbuckbuddy No way could they declare war on KMT or Japan before July, 1939. Refer to the USSR National Reference Sheet for that.
If Japan declared war on USSR and USSR took back Japanese territory that was in China, then USSR could enter China before July, 1939.
If CCP were to possess Sinkiang, it is my understanding that the USSR could move into Sinkiang with the CCP.

If you capture a territory during the combat phase, could you lend-lease to that territory during the same turn?

Some Questions About Rail:
- I was only able to see one “jumping” territory: Zuryenia (NE of Moscow). Say the Germans hold Gorky, Zuryenia, and Vyatka, but do not hold Ural or Sibir. In order to strategically rail from Gorky to Vyatka, the unit would have to “jump” rail. Do you see other “jumping” territories?
2) Let’s say FEC is lend-leasing an Infantry to Free France that was built at the factory in Calcutta. Japan is blockading Sea Zones 84 and 87, but Sea Zone 85 is clear. Can FEC rail the infantry to Southern India and use the minor port on Sea Zone 85 to send the lend-lease delivery? Note the rail does not connect to that particular minor port.
3) If you strategically bomb rail in a territory, are all rail lines in that territory damaged, or just one particular section? Let’s say you strategically bomb the rail in Belgium. Could you say you are only cutting the very first part of the rail as it enters from the Netherlands? So later, the rail would work from Picardy into Belgium, but not from the Netherlands to Belgium? Would you then have to bomb the Picardy Belgium border if you wanted to prevent that from working? I am beginning to think that strategic bombing rail should work like building rail - you put the damage marker on the border. -

For most minor facilities, they are allowed to be built anywhere, but there are restrictions on medium and major facilities. Can railroad, fortifications, and coastal artillery be built anywhere?
First, I think facilities in general should only be allowed to be built in friendly land zones (otherwise the Allies could help with the defense of USSR via fortifications).
My second question is about the Commonwealth. Is the Commonwealth restricted to building facilities in only the territories that have their roundel? For example, could Great Britain pay 5/5 to build a fortification in Sydney, or must ANZAC bear the cost?

The interesting thing is the peacetime income increases become less and less impactful the later they are. A compromise position might be to do D6+3 for rolls before 1941, then go back to D12’s after that if people like the excitement.

The high value is 12. The low value is 1. The difference is 11. And you can see the difference between 6 and 1 is 5. One way to find the average of a particular sided die is to take all the possible values (1+2+3+4+5+6=21) and then divide by the number of sides (21/6=3.5). But another possible way when the probability of each side is equal, is to take the range/2 and add that to the minimum value. So the average of a D6 is 5/2 + 1 = 3.5. The average of a D12 is 11/2 + 1 = 6.5.
