I dont sure whit the -1 combat move…In the Ardenne german and Us infantry is not stuck in place… in the soviet counterattack at Moscow soviet infantry is not stuck in place. For me only mechcanized unit and air unit have a possibility of stuck in place.

Find the ennemy
In naval combat, find the ennemy is really important and difficult, for reflect that, i change the naval combat system. Exemple, Japan decide to attack US in sea zone 24 the jap have 1 BB 1 DD and 1 CV with 1 fighter, and 1 Tac bomber. The Us have 1 DD and 1 BB. First the player most find the ennemy navy, the naval unit have 1D6. The number of naval unit dont count but every planes in the battle have 1D6. The first player i have 6 on a dice find the ennemy and have the chance to attack first. If the Us find before the Jap the Us have to chose to attack or defend against the Jap. I dont count the number of boat because, the speed and distance the navy cover is rediculous compare with planes. This rules is not applicable on the ground. On the ground find the ennemy is not comparable with the immensity of Oceans…Is the 3 and last, after Counterattack and Blitzkrieg, rules.

For me militia is not a good idea. I encourage a big stack of infantry in defence. Personaly i dont like that.

Blitzkrieg
In counterattack the defender is little help i rebalance a little the attacker in this one. In my head the blitz in this game is not very useful, and i change a little the principle.
Exemple, in the counterattack the german player attack Rostov territory, Let us start again with this one. In this one the german have 4 infantry, 2 artillery, 3 tank, 1 mec infantry and 1 fighter. The soviet have 4 infantry in Ukraine. The german decide before the start of combat if try a Blizkrieg. On the start the german advance the totality of is troop i engage on Urakine, but i dont use is (viable((1)) troop for the blitz, in this case 2 tank the mec infantry and the fighter. The fisrt attack on Ukraine is go only with 4 infantry 2 artillery and 1 tank. After the first battle is over (Ukraine) it take by german the second one the blitz take place in this exemple in Caucasus, with 2 tank, 1 mec infantry and 1 fighter. This territory is protected by 2 soviet infantry, in this exemple. The second combat is resolve normally, If the german fail is blitz in Caucasus and if the soviet decide the counterattack is valid in a blitz with the normal rules of counterattack. In this rule the attacker have a little more preparation for this kind of strategie, but i have the chance to break the front line. i write, this at 5:00h morning. If is a bit too abstract, i try to re-explain.(1) tank, mec infantry and if in range fighter and dive bomber.

On defence noting indicate a tank is static… and even if a tank is static on def the def chose a ground better on defence exemple hill… for me 3/3, no prob for me with armor stat.

Yea but one turn is not 1 day… and one battle is not one battle in a territory, but many battle. For me is the opposite, with the big distance on the ocean and the search for the ennemy navy, I dont allows the conterattack on naval battle, For ground many of exemple in history (ww2). But in naval, i dont have any exemple i use the counterattack…

No is not just if the attacker all die. If the attack retreat exemple 2 unit in the territorry the attack is start (in the exemple Ukraine) The soviet take all of is unit to counter attack the german survived unit in Ukraine. Soviet Unit make a counterattack dont attack on this next turn. the diference is, the counterattack is place before de non-combat move of the attacker (german) in me explanation.

Explanation, The German attack the Soviet at Rostov. the German start is attack by Ukraine. The german have 4 Infantry, 2 tanks and 1 fighter. The Soviet have 3 infantry, 1 artillery and 1 tank. The German score 2 hits, the soviet chose 2 infantry. But the Soviet score 4 hits. The german chose 4 infantry. The German retreat on the territory the attack start (Ukraine). The Soviet have to chose if i counterattack or not. In this case counterattack is a good move. The counterattack reverse role. In this special move the defender give the attack and the attacker on defence Stats. The soviet have a chance to capture the territory the attack is start in this case (Ukraine). The counterattack is resolve before the non-combat move of German player. If the counterattack is successful and Soviet capture the territory, in the next Soviet turn, is troops has no possibility of attack in this turn. This special move is just for ground battle not naval. If the attack start on multi territory the defender chose on who territory, the counterattack is launch. Is less abstract??

Counterattack
If a player attack a territory X but decide of repply for Y reason, the player be attacked have the option of counterattack whit the unit survived in the territory aimed. The counterattack is before the non combat move of the original aggressor. This unit dont attack at the players turn, that he take the territory or not.
The only territory the counterattack have the option to attack is the territory of the original attck go on. If a mutiple unit attack one territory, but go on different territory the counterattack have to choose one. -

For the bank of Italy as a bonus… Italy have not a big cash at all… Italy buy every turn the max of unit i can. Is just my observation.

If Uk control all of this start territory in med and if allied invade sicily, Uk gain 5 ipc. If allied invade South Italy, Uk gain a 5 ipc more. This is my No for Uk in med.

Is for gameplay first but history two, the Italian is not prepare for this war and Russia two. Is simple and give a little more time for Italy. I repeat i dont playtest this rules.

One way if you try this. Italy do not buy and move is navy until at war. The Italy can buy land and air unit but not move land and air unit until at war. For Russia is the same for not move all unit. Not playtested…

Your idea is very good but in the British Commonwealth south africa is in too if you modifie your map the British Commonwealth have 25 IPC and the UK IPC.
