Everyone is a game designer these days, right?. 😃
How do your house rule suggestions effect blitzing, Paratroopers, strat bombing raids into or in adjacent land zones? Could 1 Paratrooper or marine prevent retreat? If you play with announcing blitzing up front, do your units still retreat to the land zone under blitz attack? What happens to units that have no movement like Militia? If a defender retreats can an attacker retreat as well to prevent being in a dead zone? Many things to consider here. Think house rules through else you end up with V2 rule bugs again. -

No building facilities but allowing upgrades is ambiguous, because an upgrade is a building phase of a facility. With certain tech such phases could in theory be combined. So I disagree with the official wording on this one and would not allow upgrades. Why? Because USA was a pacifist country and there was no need to start upgrading its facilities while very much at peace. My suggestion; house rule this one.

We could even make it more complex. Say a British fighter moves through a sea zone with a neutral Italian fighter on MAP/CAP, and while the British fighter is two steps away of its AC with the neutral fighter in between and it fights a battle with a German destroyer and wins, what would happening Italy decides to declare war before non combat by the Brits back to the IC. Everything is immediately, so the British fighter would be at war with Italy and be denied to fly back to its AC and crash? Or would it fight the Italian fighter on its way back? And would the AC be allowed to go towards the fighter with the Italian fighter in its way. I think the immediate rules make the game more complex and although a nice starting point it is cumbersome in such gaming situations. It would be a lot easier to play and remember if DOW can be done in your own combat and non combat movement phases and in all the other phases of you and your opponents. But not in your opponent’s combat and non combat phases. Mind that fun is more important than FAQ’s, so house rule such things. If playing outside your own group like on the Internet, use the official solutions. This as a suggestion to not overcomplicate the situations. In the immediacy combat would occur if the DOW is done in the opponent’s combat move. If say three ships have passed and a neutral destroyer would go to war with you, the fourth ship you announce would not be able to move into that destroyer’s sea zone because of the sudden war status, but it would be allowed to leave if it was already in there. Easy does it by excluding the DOW in opponent’s movement phases. Many roads lead to Rome.

Thanks for the compliments! When we were still we, we did our best to achieve that.I don’t want to go too much off topic. But a short intro back to the topic is allowed I assume.
For the future I will work with the original designer of the first Global War map who offered it for free back in the days. We will make sure that our version updates will be available for free as well. You would then only have to print the map or change it if you wish customizations. And the rules would be written, without commercial interest. These would also be for free. Deathhead’s legacy carries on! That is an allegiance statement.
And this French units house rule solution for Allied units in surrendering friendly vessels will be in it too. 😃
So to stay on topic, I don’t have an official answer for the question, only a house rule solution. Good question! The situation did not occur to us during development. Indeed HBG should clarify.

Version 3 would have been better, had we more time, but we were given a deadline and there is just so much one can do. HBG is a commercial company working with ‘unpaid’ hobbyist designers. Sure things can be made better for sure. Focus of tje designers was on making rules work and introducing cool stuff that worked, like the new technology rules. Focus of the company is to ensure its future. There will always be friction between creativity and money-driven decisions. Just don’t let your creativity be monopolized or restricted by the ones who earn that money. 🤭 -

I guess that would work in all cases, not just the French, where your Allie surrenders and you have units on a transport or a carrier. -

As one of the writers of version 3 rulebook, I can say that this was the best we could do given the time of about one month or so that the lead designer and I were given a free hand to adapt version 3. I seriously recommend house ruling where needed.I decided to no longer work with HBG for different reasons, among which disagreements about being allowed to share house rules with you guys. So if it was up to me, I would say, take the unit off the board and into the production chart. Vichy is a neutral nation and the units would be put ashore somewhere to find their way back to home country or friendly territory. This travel would be the turn the unit has to stay on the production chart before returning on the board as a regular placement. Downside for the Allies is that the unit can not be used for 1 owner’s turn after the Fall of France. But this is a house rule. And the lead designer is the only one working on the rules so he can make an official ruling for it.

Tundra rules did not work… Well I was asked by Doug to do the V3 revisions of the expansions because the lead designer did not want to do it. He did not want to debate with other designers. So I said I wanted to do it but only if I could do it my way, because I had played almost all expansions in one game already seeing flaws. It would be a lot of work. Of the four Admiral editions I made, HBG only posted 1 (SCW) and made the markers. The projects ran to a halt because Doug was not participating actively in the marker making anymore and all expansions was reduced to those four because quantity over quality was the norm it seemed. And because I wanted quality expansions it took more time I guess than HBG wanted so they rushed most expansions into v3 without sufficiently working on quality in my view. So you may find that a lot of expansions have issues that need to be solved. The project I started abruptly ended when it was taken away from me in 2019. Anyway it is not my business and it is not my business anymore. I can only say that if you wish to use such expansions, prepare to house rule things to make it work better. Currently only one designer is working on v4 and this is a game that can not be improved by one designer alone. But he is also working on Global Europe and Global Pacific, future games and bigger versions of the AA Europe and Pacific map ideas. So where will the focus be with two more of such gigantic projects? I would rather play on a good map and improve the rules myself than buy new maps each x amount of years with more unfinished rules. So I hope Tundra house rules as suggested or adjusted will give more fun.
I wonder if and how HBG will solve the Tundra issue. But not going to wait for it. I will make a mental note to introduce the winter-summer tundra rule into my house rule version that is further developing. -

Any nation can remain neutral if it is not attacked or does not attack first. And a declaration of war by another power is not a declaration of war by the power that is attacked. Even though it would attack the agressor, it is not considered to be aggression. If played badly, USSR could be in great troubles declaring war on all Axis powers by itself. But who knows, you might have a lucky day 🍀 -

House rule the game as I always do to make it more fun to play.
For Tundra/Ice make it ‘frozen’ in the winter turns. Meaning no movement in winter (Jan-June) turns, only summer (July-Dec) turns.

Standard move by USSR is take N Iran. S.Iran joins Germany if at war and Iraq then joins Germany as well. It is hard to then keep them as the German player but it happens. -
House Rule

Happy Times events have to be announced verbally. The years are not part of the rules but mentioned for historical reference.

Units in land zones become Vichy if the land zone turns Vichy. Units in a land zone that turns FF turn FF.Yes, no limitations by straits/canals. Ships seem French.
