I do like the idea of refueling ships, but I would suggest that the US player be allowed to use unloaded transports as tankers, as this would represent the massive fleet train developed by the US to support the Pacific Fleet. You could use that as a US National Advantage that would cost IPC to obtain.
I already add tanker in my house rules.
Tanker = 5 IPC. US, UK and Japan used tanker

_I love this idea , it is very accurate historic wise and also adds a lot of new tactics and limitations to the game , I endorse the upgrading idea mentioned by the guy who posted before me and would like to hear his stats and such 8-)but I battle tested this rule yesterday and it worked great, I will be using this rule from now on for sure _
It only takes a few days to build airfield so why pay extra cost for that?
There was already airbase everywhere in the pacific (Except Guadacanal and New Guinea island)
so it’s useless.

Once per game, at the end of the US turn, the US may declare that it is launching Operation vengeance. Roll 1d6. On a 3 or less you successfully assassinate Admiral Yamamoto, sending the IJN into disarray for a turn. Until the end of the next American turn all Japanese naval units attack and defend at one less than normal and all allied naval units attack and defend at 1 higher than normal.
The idea is not bad but the consquence is too much.

I read it and for sure, it’s an original idea but I don’t like the lost of his own unit because of ‘‘friend fire’’.
I think weather card can make a better effect on the startegies.
For example, in our game, you cannot make amphibious assault during winter in northern europe.

Don’t forget that my event card was done for 1939 World at War game.
The Add-A-Piece-At-Location-X cards (the majority) I was less of a fan of, because I think that adding powerful free units to the game (like the battleship or loaded aircraft carrier you mention) could be seriously unbalancing. It also violates two of the central principles/mechanics of the game: (1) no units for free, and (2) no new units where there are no industrial complexes (sure, China gets around this one, but it’s the exception). With the weaker versions of these cards, where you get a free infantry in some useless or far-flung location, I imagine if you drew them in the game it would give you a kind of ‘meh’ feeling… to get a weak piece in an unimportant place. Maybe these could be thinned out a bit to make room for more exciting events?
I create free unit card for one reason. In 1939, a lot of warship was under construction but also tank and other unit.
We play 18 games since 1996 and the score is Axis 9 win, Allies 7 win and 2 draw.
Free unit didn’t change the balance of the game.
Curiously, bad weather card has a better impact!

I have done the same rule in my WAW game.
But on a roll of 6, French ships must become Germany not Italy.
OK I will give Iraq oil as well… but it is too easy for UK. I have to add 1 Inf to their force pool.
Petroleum company in Iraq was control by UK company.
A revolt started in Iraq in 1941 but UK army stop the riot at the right time.

I understand your point of view IL, I’m also a fan of historical accuracy but I also like to give the opportunity to the player to change the curse of history.
That why I think war between Russia and Japan must be an option.
Also, no stupid glitches can occur if Japan decides to attack with Germany, leaving France alone. Japan does not win this way anyway.
Oh I see, well you can resolve the problem like this: German player must take up France before to attack Russia.
About French Fleet…
During WW II, Germany put his hand on a lot small vessel and warship from norway,greece,netherland and others and even France.
Hitler planned to take french navy warship.
He has almost succeeded when his troops enter in Vichy.
After all, the french fleet an important stake for German and UK.

Eniwetok Naval Base was used by Japan since 1914. Everything is fine.
