      The rulebooks explicitly say:
      "Place new facilities in any eligible territory that you have controlled since the start of your turn. "

      So you are of course correct, you are not allowed to place a new IC in a just converted friendly neutral territory.

      This is one of the aspects that TripleA handles incorrectly when dealing with “neutrals”.

      So the correct handling of the rule must be player enforced.

      I would like to add to answer 3, that if the capital that was captured is liberated, any of it’s territories that are in control of friendly powers, immediately go back the original owner.  ie.  Moscow is liberated by UK.  UK controlled Livonia goes back to Russian control.  See pg. 20 Capturing and Liberating Capitals, next to last para .

      The OP’s questions are not regarding the capture of a capital, but rather the tournament rules for the political collapse of a power.  Once a power suffers a political collapse, it is permanently out of the game.

      Even better, once your fleet stages to 92, if the US is at war, they have no choice but to prepare to be attacked.  That isn’t necessarily a good direction to go for the Axis (bc they can kill your fleet pretty easily if you invade from that direction), but it forces the US to place at least something there to stop you, and this is especially good if they did the heavy Pacific buys on US 1 and 2 because they may have as little as one combat ship, one transport, and a few men defending Washington.  They are hiding behind that peace–however the only way you could actually deceive them might be if Germany was not at war on G3, but Japan then declared war on J3.    Nonetheless, any competent player would still recognize the threat of being at war in the atlantic though the US is often not prepared for the Atlantic side of the war to begin.

      Like the Sealowe thing, its better to threaten it then it is to actually try and execute this plan because the Allies still have to prepare for anything that you could potentially do, whether you have the odds to do it or not.

      As a side note, I think it is really interesting that at the early war conferences, the US agreed with UK USSR that the Germans were the greater threat, and all agreed in principle that they would focus the majority of their economic power against the European Axis first.  But, post war analysis has shown that (probably because of the difficulty of attacking occupied Europe without overwhelming force, but also possibly tending to kill the weaker dragon first/getting revenge) the large majority of the US effort up until Normandy was actually directed at Japan.

      Yes indeed, it has been an Anniversary rule. Starting from Spring 1942 the refund rule has been implemented.

      This is correct.  As I read what I wrote I can see that I wasn’t clear on it.  The initial scramble decision was made because Ike came in light, figuring I wouldn’t scramble because I never do.

      Wow never considered sending jap forces into the Middle East. Figured the would always have their hands full in the pacific. also sorry to teslas. I was not saying the plan was bad or you need to go to the Middle East. Just saying that it was an option for good income.

      also beware that this file doesnt understand the concept of original ownership.
      If Germany captures Tobruk it should revert to Italian control, not become German.

      Id really like to know if there is a way to fix this outside of edit mode.

      I played Lord of the Rings RISK.  It did add a rather interesting twist and would cause you to take territories you might otherwise not bother to.  It would/could affect the board in interesting ways.

      If you’re not usind DDs I will send subs alone.

      Islands and frasport are not my concern. Anzac will take care of it. And if you dare to split your fleet to take back islands, you’re doomed to be sunk. Usa doesnt need to hold the position in neither pac nor atl if you can sink anything that leaves tokyo bay. Also remember you can easily relocate bombers and that you can use them on land.

      I think you basically HAVE to sink the Sz91 Cruiser.

      It’s not an option,  it’s not a potential strike.  It’s a MUST.

      I’m also toying with the idea of clearing the navy off of Southern France…

      For the European axis to have a GOOD game (Which makes life easy)  Italy has to be a major player, and HAS to be protected by Germany, with efforts made by German units to secure Italian NO’s.

      If this is the case, (and I think it may be) how would you do it? IE: Where would you reposition your ressources? It seems to me you cna only get your two subs down there. 1 sub on each 111 and 110 then?

      Probably have to ignore one of the two SZ’s or risk losing aircraft in the process which is counter productive when you trade aircraft for cruisers.

      If the US keeps investing heavily into the Pacific, Japan has two choices:

      Get all the IPC you can early (per Cow’s strategy) or…

      Play turtle in SZ6 and take the long road into Moscow from the East which generally requires an IC on Manchuria/Korea or both.  In particular you let the US spend its IPC to get a fleet to take out yours in SZ6 and utilize Kamikaze to disable CV so the US aircraft cannot land and have to splash.

      You have opportunities to get the Japanese Air Force into Europe as early as J4 (J1 Chahar, J2 Suiyuyan, J3 place AB on Suiy, J4 fly as far as Leningrad (Kansu - Novo - Volo - Arch - Novg).

      With the AB at Nov, J5 will be a full pummel of Moscow’s MajorIC allowing German Air Force to assist in the advance of its ground units towards Moscow.  You can also open up doors for the Germans to blitz by trading Jap aircraft to open up spaces the Russians thought they had defended.  J6 is a suicide of Aircraft against Moscow to weaken the garrison on Moscow for a G7 attack there.

      You can also decide to rush for an India Crush and instead of turning to face the Allied fleet Post India Crush, race instead towards the Med to assist Italy in taking and holding Egypt with your fleet.  Building IC in Kwang and FIC assist in getting more units on the board once you sacrifice SZ6 to the US.  Realize you can stop the US from loading units onto a TT from an IC in Korea every round by just buying a DD in SZ6.

      I played a version of Cow’s J1 attack where I had the US fleet chase me around the Pacific - sent a TT with a small fleet of CV, CR, DD and TT (with 2 Inf) from SZ6 to Caroline to Line and was in position to land Jap units at the Panama Canal.  I ended up taking NZ instead of Pamana due to a 10 SS purchase by the US when I was at Line Islands.  The US/Anzac eventually chased down and sunk that fleet, but that occurred by the time I got it all the way back to Java and had crushed India - sometime around round 6 or 7.

      Just remember, even if Japan loses Tokyo, the Axis still needs to lose Berlin for the Allies to claim victory.  There are plenty of possibilities for Japan to assist in the European theater for the Axis win in Europe.

      As for the Pacific - I have played Japan the last… 6 or so games and I have yet to win in the Pacific.  The closest I came was with Cow’s J1 attack but I was short 1 TT to take Hawaii which was unguarded.

      I’m surprised there isn’t a more definitive answer. I CAN’T be the first person to think of doing this.

      I’m not seeing anything in the rules that would disallow it. A carrier is a valid landing space for any fighter or tac bomber, the rules don’t mention ensuring sufficient capacity for landings.

      It is pretty much definitive. It says you can’t send them on suicide missions (or some wording akin to that).

      As the others have mentioned. You need to have a potential landing spot to send aircraft to fight. If only having 2 potential landing spots (assuming perfect rolls), you can only dedicate two air planes.

      Ships get placed in SZ 106, far away from German air + subs, and land forces that are sent against Italy are placed in either Saf or maybe an IC in the middle east.

      UK might place planes in London, but that’s once in a while.
      If I were UK and Germany was keen on bombing me but not on Sealion, I’d just let him do it and lose planes to AA.

      It prevents UK from building up a fleet off of its own coast, forces them to repair damage if they want to use their naval base/airbase (especially key when it comes to scrambling), or IC’s. This, coupled with subs raiding convoys, will drag Britain down to nothing but what they can put up in Africa/the Mideast.

      I don’t mean to complicate things, but if you play with techs and get the “Advanced Artillery” tech, each artillery can boost 2 infantry, 2 mech infantry or one of each up to an attack value of 2.

      Use every avalible resorce to hurt your enemy and take out as many pieces as possible as early as possible. Bomb the hell out of Britian and then Russia,  take the British money and use it against Russia and for homeland defence.  In our last game where the allies lost all three axis were knocking on the Russian door.  It was ALPHA+2 and it was one on one (double boards set up) but i think the basic principals apply
        Keep a good frame of mind (lotto winner attaude) even after a bad set of rolls
        3 weeks ago I failed to take France on turn 1 The week before I almost didnt take it on 1 so the next week I hit it harder and failed two weeks went by and I was all three and I had some good dice and the Axis got it
        I havent played the latest 3 or 3.5 but from what i read it seems like it favors the Axis slightly more than the +2

      Normally I think UK could take back both Shan State and Yunnan on UK 3 before pulling back to Calcutta.
      Thus your planes have no landing spot.

      Might be costly, but also might be worth it for the reasons you suggested.

      Also, You may want to look into getting more gray chips, Japanese Tac Bombers, and the proper battle board to replace the defective one in the Pacific game. contact wizards of the coast, tell them the issue, and they will send you a replacement order free of charge.

      Agains a KGF the key to win is to be aggressive with Japan. UK should not have more then 25 IPC in round 3.

      For Japan to go via China is not a good idea. A threat against Caucasus is the counterattack.

      Factory in French Indochina, Burma, India. Take Australia with a small fleet and deny US NO in Pacific. Factory on East Indies or Borneo is to far away. With 60 ICP+ Japan should have 5 factories on main land. Ftr to Europe and SBR Russia.

      KGF is normally not a good move for allied. Axis has ha 60-65% chance to win. Japan can easily get 80 IPC and quickly take Russia. Logistics with inf from Japan is a bad strategy in almost any situation. You need factories on main land.

      French Indochina is the best one to build turn 1. Burma and Manchuria turn 2 and India turn 3 if Japan doesn’t have any resistance from US.

      What do do with G and I. Mix of troops (more then 8 ftr/brb is not good. Inf-tanks is important and always produce maximum HP in G) is important with G. Fleet (will normally not be possible) and HP is important with I. If UK is poor due to Japan SBR UK is good. If possible both with G and J ( yes you read right, J and not I).
