Yep. IF a tech roll results in a development AND it is the right thing for a country, it can be a game changer. But it can also result in nothing or a tech that doesn’t really help.
In summary, $$ could be spent on a ?? benefit. Once players start to advance in skill, most will spend their IPCs on units because $$ spent on units can have a calculated benefit of XX.
It is simply a matter of taking a known result from buying units over a variable outcome from developing tech.

The lesson is that SZ102 should not be ignored.
Staging loaded carriers there is a deterrent to Sea Lion. Even if Sea Lion happens, the SZ102 aircraft along with US bombers from eastern Canada could counter-attack the German navy in SZ110. After this counter-attack, US bombers could possibly go to Scotland or Eire and the SZ102 aircraft can stage in SZ104 with the CVs and any other navy from SZ101 or UK navy from SZ106. Also, new aircraft from Eastern US could replace any air lost in the SZ110 counter.
Nothing is guaranteed, but this is a strong counter position to Sea Lion.

I’d like to extend a HUGE thanks to YG and his team for putting together such an amazing event. It was fun and well run. On top of that, I had the honor of meeting Larry Harris. He was engaging and gracious with everyone I saw him speak with. Ran into him for dinner Saturday night too!
This event was everything I hoped that it would be. I got to see some great players play the game. I met many new fellow gamers. And I was able to learn so much. I was hoping to pick up some ways of enhancing my game play. What I received was overwhelming. It was hard to gather in all the information that was available. I look forward to the next one in 2019!!!
In the meantime, I will keep working on my game play and see if I can round up the time and funds to go to the event in Vegas!

The transport could still load.
The rules from Page 13 indicate that the sub would not prevent loading.
Enemy submarines and/or transports do not block any of your units’ movement, nor do they prevent loading or offloading in that sea zone (with one exception; see “Special Combat Movement: Transports,” page 16).

I don’t see a benefit for leaving any troops in Amur. That is right on Japan’s front door and it is easy for Japan to deal with them when it is convenient. It is still suicide for the Russian troops - just suicide on a smaller scale.
I don’t see that it offers much benefit in terms of Russia being able to assist China either. If Japan wants China, she will get it. The job of China is to die as slowly as possible. And Russia is under pressure from Germany so they typically don’t have the units to spare in assisting China.
