Transports, of course. The only reason for having a surface navy. Otherwise you could just make fgt. bmb. and SS.

This sounds like a real viable first turn buy, but eventually you really need to replace those fighter losses you suffer from attacking the british navy, or if he builds fighters to at least match him when he makes carriers.

Giving me the benefit of the doubt, such a force could number 17 tanks[edit : 16 tanks - no way west russia tank survives], 13 infantry + 10 artillery, 10 fighters and 1 bomber. Most likely it will be less than this, but still larger than the force provided in your example (only 5 fighters?)
Infantry only builds mean his entire force attacks on a one, and can only defend one area. You can easily take his IPC producing territories since he can’t move out of Russia in any significance.

Can’t reach 60 in 2 moves from Hawaii. Hawaii is a seperate area from the sea zone surrounding it.

I find it effective to on T1, create infantry and artillery, T2, create tanks, and T3, create fighters. This way, you can continuously build up a force that at the same time all can strike one point on T4, then you can rinse and repeat.

When using NAs, we usually have 3 each for Axis and 2 each for Allies.

Sink the British DD, then land an infantry and artillery in Anglo-Egypt as well as bringing up the units in Libya. If Russia sends a fighter to Anglo-Egypt on his first turn, then I would suggest sending the bomber from Germany.
edit: or fighter from Balkans or Ukraine.

IC placement
ICs must be placed in territories you have held since the begining of your turn, is this correct?

Sorry for the confusion, I was referring to the need to move units across the sea zones.

The only time one need is a navy is when one want to invade US, UK or Japan.
US needs a navy to take over German provinces. UK needs a navy to land in Europe. If aiding Russia, the UK will need a navy for that as well.
Where would you suggest UK’s IC be placed? At most you could only make 3 units a turn.
UK needs a navy to take back and/or defend its colonies.

So if one want to defend it is much better to buy ftr that can be used for ground attacks as well, and when time comes that a fleet is close enough. Then one just use all those ftr in a swarm to take out the navy!
A navy can attack a province before they are in range of fighters. Fighters attack 2 squares away but have to be in the sea zone they are attacking, whereas navies move two and land in the coastal area without using an additional move.

:oops: You are indeed correct about tactical scenarios, (except with SSs of course).
However, I think that the rule of cruisers would be very much too slanted against Germany. Also, navies are more than enough balanced because without a navy, you can’t protect your convoys. If UK builds 3 fighters per turn, for example, it will die. As it is now, I find that it may be tactically fighters are more efficient per IPC, but if you make fighters and no navy you will not have those IPCs much longer. Also, navies can strike a coastal area before it can be attacked by enemy fighters.
