The 30 IPCs for controlling Western United States, unlike the one-time bonus for an unprovoked declaration of war by Japan, is from a National Objective. It, like all National Objective income, is collected in the Collect Income phase (at the end) of the power’s turn.

The rules for declaring war state that it’s technically not required if they declared war on you “as the two powers are already at war” (see below extract from page 11). Though I feel like this must excludes the US and they must “declare war” during their combat move despite already being at war?

No, it’s not necessary.

The US does, indeed, collect a bonus of 30 whilst at war with Japan. You will discover it needs this income or will not stand a chance fighting Japan. India and Anzac will be struggling on 3-10 income a turn, whilst Japan is collecting 60-70.
America is all that is stopping Japan from winning. The income boost represents the East Coast, which is not represented in Pacific.

Assuming the Japanese don’t attack J1, One strat I tried was for the US to Move the Fleet to Wake, and I built a naval base there on US 1. If Guam is open on US1, move the fighter and troops there too. Now your forces at Wake are in range to counter attack or reinforce Guam, and the Aussies can fly up all four fighters on ANZAC 2 (actually, 1 can move up on ANZAC 1).

Guam is a key location for the Allies, specifcally the US, to attack Asia & lots of targets from.

Correct, you get the $ at the END of turn 3.  You can’t attack until turn 4 unless Japan kicks it off early.

Can American land units enter British and Anzac territories prior to a state of war between the US and Japan?

Europe will be close to the same crap that Pacific is because the same people work for WOTC.
