Correct. The airbase rules only apply to the units on that land space - they do not apply to units in adjacent spaces.

Final question regarding this. (and it may be my dumbest) Will the same Powers/Armies/Colored Units be in the box for Europe as well as Pacific? I’d assume so, but I don’t want to be wrong. I mean if we get all the units (land, sea, and air) for say France or any of the other non-basic 5 armies in both games this will definitely help me figure out if I need to pre-order just 1 copy of each game).

No, you won’t get the same pieces in both games. Why would you need German units in the Pacific game or Japanese ones in the Europe game? Powers that appear in both games, such as the US and UK, will be the same color in both games.

So you will end up with twice as many UK and US pieces? This is no good. Maybe in the Pacific version you can include twice as many Japanese pieces and in the Europe version you can include twice as many Russian, Italian, and German pieces so that you will have a balance of pieces when buying both games. Maybe WOTC will sell extra pieces like Milton Bradley used to.

Youll probably USE all of the US pieces. They do have a rather large economy. I am sure it will be proportional.
