Yes I agree that more VCs needed in PTO and Japan should have to work to get that 1 more VC in the PTO. I do have a VC Capital in Manchuria for my 40 game but with not having 18 inf in area it doesn�t seem to get pressured much.
Singapore is out of the question due to Japan being so strong by islands from G40 game reports. Got to make Japan earn it. Just some thoughts.

Three questions regarding the purchase abilities at the Japaneze (China) Victory City Hsinking:
1. Is the purchase of infantry 3 or 4 IPC? It is not conected by land (as required for a 3 IPC purchase) but then NOTHING is connected to Japan by land. Japan’s tough luck?
2. What is the building cabability of the factory in Manchukuo for the Japs? We have had long dialogs on this forum regarding limiting the Chinese factorys to building only cannons due to resources and technology. And limiting the factory in India to building cannons and mech infantry for the same reason.
What about Manchukuo?
3. Could/should we make the same agruement for any factory in a 3rd world country?

Remember you use the 4X rule, which is IPC value x 4= total IPC value of placements in Manchukuo

Yes the rule applies the same for new factories, except they have various costs ( variable costs) to build these factories. Chinese did have artillery and if they went to make some tanks it would be a waste anyway because of their low infantry production capability

oldsalty, regarding India and third world I think the problem is best addressed by playing with custom income values (rather than a specific rule)
AARHE don’t adjust it as it intends to be a house rule rather than a variant
even then variant map “AARHE 1939” is not that “pure” and gave India 4 IPC hehebuy some number chips, Imperious can probably tell you where to get that kind of stuff
