I think you’ve got it. Just to clarify, for America to collect income for a Russian territory, America must liberate the territory from an Axis power. If Russia retains control of a territory and Moscow is Axis-held, nobody collects for it until an Axis power takes that territory.

when you’re moving a plane does every dotted line territory count as 1 movement? or if it is a territory that contains land and water is that 2 movements? i understand that an island in 1 sea zone territory is 1 territory, but I’m wondering about mainlands surrounded by water. ie. from washington to paris, is that 3 movements on a plane or 5?

Unless you have the US “Island Bases” national advantage, the distance from Hawaii to land on Okinawa is 4 spaces. -
