You’re right that this rule is ambigious in this rule book. But to me the intention of the game makers is very clear. That shows not from this rule book, but from all rule books after this version. For example in the rule book from 1943 2nd, They state specifically that all strategic bombing raids take place first. This resolves any argument about who pays the IPC’s to the bank, the attacker or the defender! Since they solved this in the next rule book, i think it is quite obvious what they intended and tried to correct.

during the placement phase, he places his AC on z3 with the FTR on it.

This is legal in OOB but not LHTR. In LHTR he has to move the fgt to the sz in his non-combat (can’t be more than 4 moves), and the fighter hovers there until the ac is built in the mobilize units phase.

RJ has it exactly correct. It IS legal under the OM, but is ILLEGAL under LHTR. So it depends which rule-set you are using for you game as to whether or not it is a legal move for your particular game…

OM is another name for the OOB rules (Operations Manual)
