• I was thinking that partisans should have an attack of 1 and when they attack, they can’t be shot back. any thoughts?

  • @david-06 There is an option in the Partisans expansion for this:
2.1 Attack & Defense: Partisans have varying abilities. Most Partisans are too weak to attack full strength units but they can cause casualties if attacked. Some special Partisans are powerful enough to have an attack value meaning they can attack units in the zone they are in or possibly move and attack if they also have a movement value. Partisans may not retreat or move via rail or transport.
You can combine two partisans to a militia and attack with it then.

  • @david-06 Are you talking about Partisans as a single unit or Partisans as the expansion and their abilities? Partisans themselves cannot attack, they represent the local population who is clearly not happy with you and some of them are taking action.

With the expansion, they are given the ability to attack facilities to some degree.

If Partisans themselves can attack, it would make the militia ability pointless since militia attacks are pretty weak already.

  • @david-06 2 partisans as their action can combine into a militia and make an attack on a territory.
