  • Here are the rules that balance the game out:

    No ships in sea zone 16

    If Axis controls Gibraltar, then no allied ships may enter sea zone 13 via the straights. If Allies control Gibraltar, no axis ships may enter or exit via sea zone 13. At the beginning of the game, UK may move troops to Gibraltar if he wishes.

    If Axis controls NW Europe, no Allied ships may enter sea zone 5. If Allies control NW Europe, no Axis ships may enter sea zone 5, except Germany to place units.
