    I’m playing Axis on Triple A. Italy can-opened up Baltic States. German moved units into the Baltic States to fortify it. Germany’s not at war with Russia.

    What should happen in a live game if Russia attacks Baltic States with German units in it?

    When the Triple A did the battle sequence, it allowed the Russians to just attack the Italians. It changed the territory back to Russia and now Baltic States shows both German units and Russian units in the same territory.

    Is this correct?


  • @smitdog333 yea pretty sure until the Germans and Russians want to mix it up that’s how it rolls.

    There are house rules that treat it different where Germany can’t go in oririginal Russian territories until at war with Russia. BM3 does it I think

    No, it is incorrect.

    The rules (Rulebook, Europe 1940.2, page 15, “Powers Not at War with One Another”-box) say:

    “Combat: A power can’t attack a territory controlled
    by or containing units belonging to a power with
    which it is not at war.”

    So as long as Russia is not at war with Germany it cannot attack Italian controlled Baltic States that contains German units.

    Of course Russia would be allowed to declare war on Germany to overcome that situation and attack the Baltic States, fighting both, Italy and Germany, then.

    What gives Russia the ability to declare war on Germany if it is in Rd 3 that this takes place? Isn’t Russia prevented in declaring war against Germany till rd 4?

    The rules.

    See Rulebook Europe 1940.2, page 36:
    "The Soviet Union may not declare war on any European Axis power before turn 4 unless first declared war upon by a European Axis power or London is captured by an Axis power. "

    As Italy must have declared war on Russia before invading the Baltic States Russia is now free to declare war on Germany.

    Now the question becomes: does Triple A allow Russia to declare war on Germany at the beginning of Rd 3. I’ll have to go back and see. It should allow them to declare war on Germany once Italy attacked the Rd before.
