For some reason I can’t upgrade the mIC in Berlin. Trying to figure out why, but it should be possible. Is it the dmg? Must be a bug in that case.

It stays as far as I am aware. If you remove the damage and can then upgrade it, you would have to reinstate the damage.
Found the rule on p 27 in a pdf-version. Is not in the mobile friendly version.
“A damaged minor complex may not be upgraded, so any damage on the industrial complex must be repaired at the same time that the upgrade is purchased.”
So I must ask if you’re ok with a change of purchase?
