    Okay, so I didn’t ever realize that I could build an IC for FIC using these Vichy rules when going in for noncombat – I guess I didn’t realize that ever for friendly neutrals. Or is TripleA wrong there? If not, I hope you will allow my edit to switch one of the bombers purchased for the IC as I would have done that. Or, if it’s wrong, then I need to go back to the original purchase and then edit the harbor to Hainan.

    Never mind – I can’t place that in FIC since I didn’t control it at the start of my turn, correct? I just pulled out my Pacific rulebook and that’s what it says on page 22. Sorry for the confusion (if my reading of this is wrong again feel free to correct me, it’s like I’m learning the game all over again). I’ll edit it back to what I was going to do originally.
