    you cant move bombers, they have nowhere to land. They arent allowed to land in Russia as Russia is not at war with Japan.

    You can look at rules but for russia, europe side of map and pacific side of map is treated separately, can land in russia on europe side if at war with europe, can only land in pacific side of map if russia at war with japan.
