    I see you declared war on Germany. My feeling is, by the rules I should not have been allowed to move into Italian-held Russia, so I don’t see how it would be fair for you to benefit from a move that I should not have been able to make.

    Sure you can DOW and move differently. Just edit it on Japan’s turn. And if you really want to avoid the DOW, you can do that too if you really want - and edit in the 5IPC that I edited out.

    In fact, the IPC edit was on the assumption that you would have DOW’d if you knew the rule.

    I do know that rule. But I assumed that I was not at war with Russia when I non-combat moved into Russia, so I left my units in a position that assumed you would not attack.

    The rule in BM changes little - just gets rid of the bogus situation of moving units into original USSR territories while still collecting the NO for peace with USSR.
