Retreating from a combined amphibious assault and land attack. Is it possible?

Rulebook (Europe 1940.2, page 13) has it:

"However, units can’t end their movement in friendly spaces during the Combat Move phase except in four instances.
…

Sea units that will be participating in an amphibious assault
from a friendly sea zone, as well as sea and/or air units that
may be needed to support it in the case that defending air
units are scrambled (see “Scramble,” page 16).

@aequitas-et-veritas they aren’t being sent to join a certain combat. They are staying with the fleet (with no enemy ships present) not fighting in the landing battle. Are you sure they are allowed to move in the combat step?

“Carrier aircraft move independently of the carrier on their own turn. They move along with the carrier on its turn if they belong to different powers. On the air units’ turn, they launch before the carrier moves, even if they are not leaving the sea zone themselves.”

So in case the attacking power brings its fighters to the sea zone in question (with the fleet or not) during combat move phase they will fight against possibly scrambling units.

Only fighters belonging to friendly powers remain as cargo on the carrier.

It’s a 69% attack against starting units in Leningrad. 49% if they put 1 extra inf in. So they can withdraw 5 troops on the peninsula back to Leningrad and 4 troops from Leningrad - perhaps more if they fly some planes in. In balanced mod, this theory has more merit if marines are bought G1.

The point here is that it slows the Soviet withdrawal to Bryansk. Particularly good if the southern force is sitting in Western Ukraine at the end of USSR1 - they can’t counter attack a force smashing the withdrawing Leningrad forces although may be able to hit a weak German force in Eastern Poland.

If the sub is the only remaining German sea unit, it can retreat to SZ 92.

If there are other German sea units surviving the combat, all German ships (that were part of the attack) have to retreat to SZ 104,
as only subs may pass through the Strait of Gibraltar regardless of which power controls it.

The important thing to understand about mechanized infantry movement is that they move in exactly the same way that tanks do, except that they can’t blitz without a tank.  In most cases, the confusion on this issue comes from the definition of the term “blitz”.

Many people define “blitz” as any two-space movement by a tank, but that’s incorrect.  A blitz movement is a combat movement through an unoccupied, enemy-controlled territory and into another territory.  Only the first territory is “blitzed”.  The second one is not, regardless of its status.

So, mechanized infantry may only make a combat movement through an unoccupied, enemy-controlled territory and into another territory when paired with a tank.  Any other two-space movement that a tank can legally make can also be made by a mechanized infantry without an accompanying tank.  This means that mechanized infantry may always move two friendly spaces alone in noncombat movement, and they may also move two spaces alone in combat movement if the first territory is friendly.
