You don’t count the landing.
Rulebook 1941, page 23: “In other words, each time an air unit crosses a boundary between spaces, whether territories or sea zones, it uses 1 movement point.”
So your scenario takes two movement points.

Also, can you place a new fighter on a carrier adjacent to a industrial complex or does it have to start at the IC.

Rulebook 1941, page 20: “Place fighters either in territories containing eligible industrial complexes, or on your aircraft carriers in sea zones (even hostile ones) adjacent to such territories. You can even place new fighters on an aircraft carrier currently being mobilized. However, you cannot place a new fighter on a carrier owned by a friendly power.”

Suppose that i will attack from my zone to the adjacent zone that contains no enemy units but enemy controlled.
But next zone has enemy units.

1. At this situation my infantry unit attacks using 1 movement point to the empty enemy zone,occupied it and stops there.
2. My tank unit using 2 movement points, uses blitzing ability crossing the empty enemy zone,separated from infantry,
  and finally attacks next zone that contains enemy units.
3- Remaining unit: 1 fighter unit; I don’t want to attack my fighter unit to the same enemy that my tank have attacked yet.
  For example i want to attack another zone, another enemy unit.

You may move your units separately into different hostile territories.
So your tank may blitz as intended and your fighter can attack elsewhere.
But all those moves are “considered to take place at the same time”.

Witt is correct. But just to add that if you are transporting your own units (rather than an allies’) you can indeed load and unload in the same turn. Witt mentions the 2 move per turn limit in this regard, which may (of course) mean that you have not reached your final destination.

I have played a few games with the added units for the allies and still find it very hard for the allies to win.
Our group added one more soviet infantry in Soviet far east and moved one of the infantry in Siberia to Urals.

Our version of the Non-Aggression pact was changed to:
The USSR may attack Japan only if Germany has been reduced to holding territories worth a combined 5 IPCs or less.
Japan may attack the USSR only if the USSR has been reduced to holding territories worth a combined 4 IPCs or less.
