Instant repair of capital ships

This rule is part of the Axis & Allies Global 1940 2E, House Rules Expansion.

Naval Task Forces at sea brought with them Support & Supply Ships - in order to perform their operations - and make necessary repairs without depending on a Port.

This is reflected in the Capital Warship Damage rule.

The largest Battleships ever built, were limited in numbers - but extremely powerfull.
This is reflected in the Super Heavy Battleship rule.

Ships are less vulnerable when they are immobile in a port?  Most ships that were “protected” in that way ended up never leaving their berths again…

That doesn’t make any sense, examples include;  Taranto Pearl Harbor Tirpitz Operation Catapult, every Italian naval battle in the early war…

Our house rule: Once at War the US may purchase one transport (liberty ship) and place immediately for combat.  The ability to place immediately reflects the speed in which the were built durning that time.

I agree with your long standing position on Factories Flash, and it is a very practical way of playing IMO. I don’t think that’s what their looking for though.

The concept of giving IPCs for an IC sounds pretty good, but could bankrupt a power like Russia that generally is force to give up such territories (they have 3 minors that generally fall to the axis). Italy is also forced into a predicament of sacrificing N Italy (Major IC) to hold on to its capital. If they also had to give up even 10 IPCs for losing control of the N Italy Major production center they might as well pack it in. Keep in mind that it does get down graded (not that Italy could build that many units if on the hot seat LOL)

If you were going to do a capture IC gain IPCs though I would have a set amount for a minor/major, then maybe a bonus amount if it is also a capital. I wouldn’t want to have to start counting adjacent territories etc….

I would be in favor of setting a limit on IPCs surrendered to the conquer if a capital is taken. Maybe a straight 20 IPCs or so. Allow that power to keep any additional IPCs saying they smuggled out part of the treasury before things went south. If that power still has factories available then they can continue to collect income and produce units from them. No IC on the board then they work like China and only produce inf until they recover an IC (or can buy one?)

Another way would be let it be more random using dice.

Lose minor roll 1 dice, enemy collect that amount
Lose Major roll 2 dice, enemy collect sum
If it is also a capital you roll two more bonus dice
So minor capital rolls 3 dice, major capital rolls 4 dice, enemy collects sum (you keep the rest if any)

Here’s a different approach that might be be cool and keep the dice rolling. If you loose your capital you roll 2 dice, the sum is what you managed to smuggle out, the rest is turned over to the enemy (min 2 ipc, max of 12 ipc).

I also think there should be a scorched earth policy BTW, if you lose an IC.

minor IC roll 1 dice (place that many damage markers)
major IC roll 2 dice (sum is amount of damage)

You could argue for secondary capitals i.e. use victory cities as such. If the major capital is capture as long as a nation holds it’s own VC it can collect 1/2 it’s income. Just a thought.

However, I think that simply the face number of IPCs income from territory will already be very reduce for a capital in exile. I wouldn’t cut in half this meagre resource.

Actually Baron you are right. I think a country should collect all it’s income until ALL it’s originally owned VCs are captured. The US if invaded by a foreign power would not give up. USSR is also a good example.

The main problem with the reinforcements mechanic is that of the “pinning” trick, whereby the attacker can send a single infantry to attack stack B in order to prevent units defending stack B from reinforcing stack A during that combat phase.

Possible solutions:

1. The defender always chooses the order in which battles are resolved;

2. An attack is not allowed against a force more than 3 times that of the attacker (in total units);

3. The defender is still allowed to reinforce even from tts under attack; this creates other problems, effectively giving the defender a “free retreat” option.

4. Fight all battles in a combat phase simultaneously by round, only allowing reinforcements from tts clear of enemy units.

They would basically be like forts with guns like those bases in Hawaii that were built during WWII. They could be placed anywhere that you have one of your own inf. units to build it. The inf. could not be used for anything else that round, though. When faced with an amphibious assault they get to return fire for the bombardement. Otherwise they defend @ zero! zip! nada! When there are ships in an adjoining seazone, they can attack those, but only one round of combat unless there are friendly ships in the same zone. If all friendly ships are destroyed, then combat ends. At the end of a land battle, if only the fort remains, it is taken over by the enemy. A fort can be destroyed, though it takes two hits. :D
