A friend overseas wants to play chess with me from his i phone. Triple A has chess. I spy an opportunity to get him involved in the wider set of games available ….

No, sorry. You need the Java Runtime Environment (JRE) to be able to run TripleA.
JRE is not yet available neither for Apple-I-devices nor for Android devices.
There are or have been approaches such as

but this article is quite old…
The only chance to play Axis and Allies on an Iphone or Android Smartphone would be if someone created native apps for those devices.
