Liberating a capital (major or minor industrial complex)

Rulebook Europe 1940.2, page 21, under
“Liberating a Territory” (especially second paragraph).

I like to do J1 so I can build minor ICs on FIC and Kwangtung on J2. I generally buy 3 transports on the first turn to get to the $ islands/transport troops to Asia. Build some inf art J3 in Asia if needed, then build mostly mech+tanks……so I can push into China/India. Sometimes I will build a 3rd minor IC on Malaya, but like Pain pointed out it can be problematic to keep up production on 3 minors in Asia.

Hong Kong and Malaya come with a naval base, and I like to have the option to build ships down there as Japan. If you also build a naval base for sz 36 (FIC) you have multiple places to build subs/dds that can hit say a US held Caroline’s, or invade Australia. Mid game its all cat and mouse, and as Japan those minors on the coast w/naval base help you build a better mouse trap.

That too, you can major on Korea which makes it more useful.

Yes. You repair complexes at the start of the turn, use them at the end.

While I agree with this in spirit, I do think it could be taken too far. You could have people that say it should be this way for all countries: Once the capital is captured, the capturing power now controls all the territories and units of the vanquished nation.
For one thing, this would eliminate any possibility of liberation and I think this game would end up being a sort of Deluxe Risk rather than Axis & Allies.
Imagine this scenario:  Germany goes after Russia and tries punching straight through to Moscow along the north route, thereby NOT taking Ukraine or Stalingrad.  Suppose Japan didn’t attack Russia at all in the far east.  Now suppose Russia was foolish and bought a battleship for the Caspian Sea instead of infantry so they didn’t have a proper defense in Moscow and Germany wins.  Now Germany controls territory all the way to the Pacific and Japan now has a buddy to their north instead of an enemy. Plus, Germany becomes instantly rich, almost doubling their income with all the Russian 2 point territories plus all the troops that were guarding those territories (not to mention Germany’s shiny new battleship in the Caspian Sea.).

I wonder if a crazy rule like this would make games longer or shorter?  Capital defense would probably be even heavier.

What i cannot find in the rule book is how to upgrade it.

Often one must string several areas of the Rulebook together, which can be hard to find.

AAE40 Rulebook Page 24> Industrial Complexes>Unit Characteristics> Tells us the upgrade price= $20IPC (and limits, example- Territory value 3IPC or greater, have to own it at start of turn to use it, etc).

AAE40 Rulebook Page 12>Phase 1:Purchase & Repair Units - This tells us when we can buy the upgraded Ind. Complex and where to put it for now (Moblz. Zone)

AAE40 Rulebook Page 22> Phase 5: Mobilize New Units -Tells us that “place new facilities” is when we put the Major IC chit on the game board territory, as well as some limits to placement.

I’m wondering if a power loses its capital and then captures another power’s capital where do the IPCs go?

Because the 1st team lost their capital and IPCS
second team lost their capital and IPC but first team can’t have any IPC because they don’t have their capital

Would the power that captured the 1st teams capitl get their IPC?

See page 20 AAEurope 1940 second paragraph under the “Capturing and Liberating Capitals” section, last sentence: “You collect these IPCs even if your own capital is in enemy hands.”
