Here’s the tactic to spoil all that.
On AH Round 1, AH moves Battleship and Cruiser into SZ 17, either damaging or eliminating IT’s fleet. AH builds a Battleship for further occupation of SZ 17 on Rd 2. Ottoman Turks move both Cruisers into SZ 17 on Round 1 also. Naval strategy for CP is that SZ 17 must NOT belong to Allies for as long as possible.
I found the idea that you are planning here very interesting.
I would tweak it slightly. Since the goal of this fleet movement is prevent the offloading of allied forces you are not required to fight the Italians. Simply move your forces into the sea zone but do not roll dice(in effect contesting the sea zone). The allies will be required to shoot through the Central Powers Mediterranean fleet to offload.
Second tweak is that it is reasonable to expect the Russians to sacrifice their cruisers on the black sea to destroy one of the Ottomans cruisers.
Hypothetical problem for your German Fleet ideas.
Assuming the Russian player is crazy/unpredictable they can move their Baltic BattleShip into the same seazone that already contains German ships without firing on them. That move passes through two minefields so the Russian Battleship would likely be tilted. Where does the German Fleet attack? The crippled Russian battleship or the British fleet?
Furthermore every French Ship can consolidate in Canada Turn1, have the British Canadians load, then move to coast of France on Turn 2. How much will Germany spend on ships that will be attacking through 1, possibly 2 minefields to stop this?
The notion of not mobilizing Allied colonies is certainly intersting, but the free units are only half of their value, unless contested, they will produce much needed money for the allies.
