Yipes, A bid of 27! Actually I heard somewhere of a study done of 10,000 or so online games that found the balance point for games without RR to be around 17, and the balance point with RR to be around 7. I heard that info second hand though, so do not ask me for the source.

That said, the idea of a negative bid, has some merit and could be an interesting variation. Although, it seems to me that it would be relatively easy for the Allies to eliminate large numbers of points with minimum risk. Midway, Canada, Australia, Hawaii, Alaska, South Africa, Syria = 29 IPCs to play with for obvious deletions in an Allied negative bid.

I guess I have just been playing Japan for too long.  I am too set in my ways playing it in a manner that gives Japan a 40+ IPC per turn income by the end of J3…  And with unlimitted production of units and all those “wasted” tranny builds that allow me to land ALL of that production value in a single move either into Asia OR into North America if I choose, with no risk to my trannies to be able to do it AGAIN and AGAIN and AGAIN…

The classic rule is IC’s that you do not start with are limited.

So if Ger takes Kar, they can only place 3 on subsequent turns when they maintain control of it at the start of the turn.

IC placement rules are similar to ftr/bmr landing rules.  It can only happen on territories you controlled at the start of the turn, prior to any purchases.

In a nutshell, bidding helps to even out the playing field.  If you played on a soccer team and always beat another soccer team by a large margin, you might “spot the other team 2 goals” to even up the playing field.

Bidding accomplishes the same thing in axis and allies.  The team that (almost) always wins without a bid is the Allies.  So the Axis are spotted some extra money at the start of the game to help even up the sides.  They can either use that money to immediately purchase units and place them on the board before the game even starts, or they can save the money and add it to one or both of the axis’ coffers.

How much money is spotted is up to the players.  Hence a “bid” format was created where player A and player B both bid to play the axis with $X extra.  Whoever bid LESS (less money going to the axis) gets to play the axis with that money.

Eg. Player A “I’ll play the axis with 8 IPC extra.”
Player B “I’ll play the axis with 6 IPC extra.”
Player A “You’re nuts!  The 6 IPC is not enough extra IPC to win as the axis.  I’ll let you play the axis with your extra 6 IPC and I’ll blow you out of the water with the Allies.  Game On!”
