What do you mean by “counterattack”?

Scrambling planes is not part of the 1942 rulesets.
Also the rules don’t allow defender’s movement during the attacker’s turn.

Of course units can “counterattack” when it is their turn. But remember that planes can’t hit submarines unless there is a friendly destroyer in the battle, too.

What you can do is eliminate the units, then noncom into newly captured territory.

This isn’t a blitz.

By holding mechs and tanks back during combat movement, you could potentially noncom them into zones (newly captured or not) they could not have reached during combat. you often need all your firepower so this isnt all that common but it is helpful

Subs can choose whether to fight or submerge if there is no enemy destroyer present. So if both sides only have subs present then the each decide whether to fight or submerge and the battle only occurs if both sides decide to fight.

Factories can be repaired and produce new units in the same turn.

On any combat round, when there is no destroyer, each Sub get a surprise strike.

Assuming conditions are met for a Surprise Strike:
On any hit by Sub, remove immediatly an opponent unit without retaliation (except for enemy’s Sub which can roll in the same phase when their is no Destroyer on the opposing side).
All the surviving units can roll to hit the Subs, except for planes (which cannot hit when there is no Destroyer, neither can be hit by Subs).

In your example, if the Sub miss, then Cruiser can roll. If it gets a hit, then the battle is over.
If neither Sub or Cruiser get a hit, Sub can have another surprise roll if it stay for another combat round.

If Sub roll and has a hit, then the Cruiser cannot roll.
If Sub miss, Cruiser can roll.
Getting a hit then Sub is sunk, it is over.
Still a miss, it goes for another combat round if the attacker doesn’t retreat or the Sub doesn’t submerge.

And it start all over again…

Afraid not Commando Brado. If the Carrier retreats, the Air units splash into the sea.
Unlike ground or naval units, When an Air units retreats from combat it remains above the territory or in the SZ until non combat. It is now it must leave the hostile SZ or territory. If it has no movement left and no Carrier upon which to land, it crashes.

Yes, it applies in 1914 as well.  Except, of course, for the bit about combat movement restrictions, as there is only one movement phase in that game.
