This isn't really a "rule" but…

Here is an Italian rule (offset to Axis Vichy rule).

Italian Co-Belligerent Army / Italian Social Republic

ICBA is a pro-Allied Italian government created after Rome is captured.  At the same time, ISR, a remnant and a pro-Axis goverment of Mussolini’s regime is created and seated out of Northern Italy.  ICBA eligible territories are all Italian controlled territories, EXCEPT Northern Italy and Italian controlled territories with German units.  These territories are treated same as pro-Allied neutrals.  All other forces are part of the Italian Social Republic.  ISR becomes the new Italy and starts with 0 IPCs.  On the each ISR turn, they CAN get up to 5 IPCs from Germany.  For the ICBA, any movement is done after Vichy.
**Procedure:  **
After Rome is captured, the following happens:
1. All ICBA forces (land/sea/air) standfast and defend against Axis attacks.  
2. ICBA land forces can move during the non-combat phase.
3. If an ICBA territory with units is occupied by Allied player, no new units are created, but any ICBA infantry units are converted to the occupying Allied power, and all others disband.    
4. ISR units may move as normal.  ISR can be ordered to attack ICBA units.
5. All ICBA units return to Axis if Rome is liberated.  ICBA cannot be re-created.
(Optional: Any ICBA controlled Allied territories return to original owner, non-infantry units disband.)

well kamikazi’s were hardly ever succussful so there has to be some realism in its effectiveness

It depend on the kind of restricting rule. For example a rule forbidding subs to fire on subs – since there is only one case in which a submerged sub sunk an other submerged – is far more easier to employ as a restriction in production.  🙂

France goes first with more units & aircraft carrier

Italy starts out neutral

US navy with 4 aircraft carriers to start

Just to name a few changes that seem big to me.  The victory conditions listed & different NO from the original I have used before and found them to enhance the game play.

Hopefully, I can get this set up/rules in place and we can try it out soon.  Just curious in the meantime what others have discovered from their experience.

YG wanted to solve some balance issues, not just toying with 8 dices.
At least, he might get credits with tweaking subtly with balance without radical change.

I went lower at 15/23 because after J1 the Chinese lose 4 tt’s normally, and 15/23 just about doubles what happens from there. I think that 18/23 (and is still divisible by 3 for inf BTW) would be fine though, and most likely would work for the game your in now. I feel that they should at the very least should be able to help to liberate India (part of the Burma road, and I believe some Chinese divisions did end up retreating to India) if they have their own affairs in order first (18/23 does that IMO). It’s really what your comfortable with.

how about this?
place a roundel under a sub on the board to signify its submerged. it can only move 1 space per turn submerged. you must use ASW search roll of 1-2 to detect sub from destroyer or cruiser. surfaced sub can move 2 spaces per turn. ASW roll is 1-4 when sub is surfaced. now, on second turn, if sub remains submerged put second roundel under sub. beggining of 3rd turn submerged sub must surface for 1 turn no matter where it is. even if it has to surface strait into hostile ships and be attacked.

not a bad idea. The one benefit to having them off the board is the surprise factor.
