For the first question, you have to wait until the next turn to be able place units in the new acquired IC.
For the second, it depends where most of the German armies are located. The allies could land in Norway, since it is hard for the Germans to reenforce that area. You could move them south and hit the European underbelly through the mediterrenean. Those are my thoughts on these matter.
Building units on non-capital industrial complexes??
Russia has four Industrial Complexes, Germany has 2, and U.K. has 2. My question is, can you build unlimited amounts of units on territories that are not your capital or do you have to obey the worht of the territory???

You can only build as many units, on a captured factory, as the points listed on that territory.

However, if you start with the territory, ex. Leningrad, Archangel? for the Russian, those territories can build unlimited units for Russia.
