The confusion seems to be in you’re holding back naval ships for naval bombardment. The advantage about scrambling planes is that it forces the attacker to commit all their naval ships regardless if they want to or not. That’s why it is sometimes wise to scramble in a losing battle if the enemy is relying on bombardment for victory. The easiest situation would be when Japan invades the Philippine islands. If Japan was so aggressive that all they brought was two infantry with two cruisers as example. I would scramble the fighter in that situation because while I will lose the sea battle, if you choose to invade the island after the battle, you’re doing it without naval support which gives my defending infantry a better chance at winning.

Hey I assume we can SBR airfield naval base and IC all at the same time in one run? like 2 sbr on one 2 on another and bombers on the IC? the escorts count for them all or they seperate? I just assume it is all lumped in then i bomb away.

No. Each facility has to be treated seperately and you have to assign specific planes to attack each facility.
For Example:
Say that Germany wants to SBR the United Kingdom. The UK has 1 Major IC, 1 Airbase and 1 Naval Base.
Germany goes in with 2 bombers, 2 Stukas and 2 fighters as escorts. Britain sends up 3 fighters as interceptors. Now, the dogfight occurs with ALL planes together. So you would have 6 planes total for Germany rolling for a 1 and 3 planes for UK rolling for a 1. For the sake of simplicity, lets just say there were no hits during the dogfight. British fighters return to base and German fighters also RTB.
Now you are ready for the bombing run and have to decide which planes will attack which facilities. Since Stukas can only attack Airbases and Naval Bases, lets say you assign 1 Stuka to the Airbase, 1 Stuka to the Naval Base and the 2 bombers to the Major IC.
Each attack has to be done seperately. First UK fires 1 AA gun shot at the Stuka attacking the Airbase hoping for a “1”. If he hits, the Stuka is destroyed and no damage to the Airbase. If UK misses, roll 1 dice for the Stuka and place that many damage points on the Airbase.
The attack on the Naval base goes the exact same way.
For the attack on the Major IC, UK fires 2 AA Gun shots (one per bomber) hoping for “1s”. Any hits immediately destroy a bomber. If both AA gun rolls miss, then roll 1 die for each surviving bomber. The result of the die +2 per bomber is the total damage placed on the Major IC.
Stukas (tac bombers) get just the roll of the dice for damage. Strategic bombers get the roll of the dice +2 per bomber. -
knp is right. You can’t say "ok, the first 2 damage is going to the IC, the next 6 to the NB, etc. You’ve got to assign planes targets.

Tactical bombers can only SBR Airbases and Naval Bases.
Strategic Bombers can SBR ALL facilities. -
