Is a soldier allowed to critizise the president or a minister?

I assume you mean a “prime-minister”, and I would assume so.

I heard a gentlemen talk about this subject. I am not certain but I think what he said was that an officer in the U.S. military couldn’t but the enlisted men could.

Take my advice on this subject. If you are in the military.
Only critzise your leaders in secret, never outloud. I know sounds unfair but believe me. Don’t do it in public you may be asking for a world of trouble.
Unless you a civilian. Then of course blast a away. IN PUBLIC AND VERY LOUDLY!!!
You can’t let morale go down in a combat zone!!
But in a civilian setting that is a differnet story. Go ahead and say what ever you want it’s a free country.
