I bought the game used, it does not have the book or any of the cardboard pieces (flea markets  )
Now I already own
Pacific 1940 (which is whole)
spring 1942
battle of the bulgeSo I have an abundance of factories and men, aside from french and italians.
Anyway, I notice this site has the rules up on http://www.axisandallies.org/node/438 but I was just wondering if anything is missing. For example what the eff are the two union jack pieces for http://www.axisandallies.org/node/413?size=_original
and are the rules for research anywhere on this site?Any help would be greatly appreciated, I really want to try this version out.

For the majority of games, you can download and print official rule books from Wizards of the Coast, I believe. If not, you can always do a search and determine what, if any, PDF files exist for the games you need.
