Sea Zones: Can USA and Japan share one? (if not at war)

  • To quote the Pacific 1940 rulebook [page 8]:

Sea zones are either friendly or hostile. Friendly sea zones contain no surface warships belonging to a power with which
you are at war. Hostile sea zones contain surface warships belonging to a power with which you are at war (this does
    not include submarines and transports)

So, IF the US and Japan are not at war, then it sounds to me like I could move an American fleet through (or even stop in) a Sea Zone that contains Japanese warships.  (or vice-versa)

This is correct statement, is it not?
