I couldn’t find anything available on the internet. Maybe you could call and ask the people that are selling it.

Why would somebody make expansion pieces and not provide rules? Did Larry make these?
Nova Games was the original publisher of Axis & Allies (before Milton Bradley). They went out of business, and these counters were made shortly before going out of business. Only Larry would know what rules were intended for these….
