    It looks like someone customized the map for Axis and Allies Europe, and are using it for an online game variant.  The advantage of the ports (the anchor symbols) is that if you start in a sea zone with a friendly port, and travel to a sea zone with a friendly port, you can move three sea zones instead of two.  It is covered in the Axis and Allies: Pacific rules.  The advantage to the airbases (the aircraft symbols) it that you can treat the island and sea zone as one area, and you pay no movement cost to enter the sea zone from the island.  It give your aircraft additional range.

    Example:  In the standard Europe game, an aircraft based on Malta must use one movement point to enter the sea zone surrounding Malta.  If Malta had an airbase symbol, there would be no movement cost to enter the surrounding sea zone.  It works in reverse as well, with Malta and the sea zone being treated as one area for air movement.  It helps a lot in the Pacific game, and evidently someone decided to add it to the Europe game.  The big beneficiary of such a change would be the UK, as an airbase in the UK and an airbase on Malta would allow the UK to fly fighters directly to Malta, and then on to Egypt, rather than having to stage them through Gibralter.  It would really have an effect on play balance in the game, and I suspect that the Axis player or players would be most unhappy.
