Somehow the IC remained a Major??? Any thoughts? I see no edit, no purchase…even after the battle, the factory remains in the game history…Bug?

Here is the battle history of your game:
And here is how it should be:
As you can see in the above picture (your game) the part “Germans converts factory_major into different units” is missing.
So this is clearly the problem in your game.However recreating the scenario different times and looking into other games I cannot reproduce the issue.
For the moment the only idea I have is that probably at least one of you is using an old version of the TripleA engine, that might cause issues.
So for now I would recommend to use edit mode to replace the major with a minor factory.
Then please check your TripleA versions and - if necessary - update to at least the latest stable (1.9.0.0.7621).
Please ask back in case the issue occurs again when using up-to-date engines.
