    No.  Mines only affect enemy sea units.  While the US is neutral, it is neither friend nor enemy to any power.

    The rulebook does indeed say that, though it doesn’t offer a rationale.  Just out of curiosity, was any rationale devised by Larry to explain why a WWI-era minefield would only affect enemy ships but not friendly ones?  Mines are notoriously indiscriminate weapons.  About the only explanation that would make sense would be that the minefields are mapped, and that allied ships can be guided through them by pilots who have such maps with them.  Even then, this only really works for small minefields near sensitive installations like naval bases, and navigating such minefields is tricky and time-consuming.  Larger minefields on the high seas, like the North Sea mine barrage laid down by the British in WWI, were designed to keep all ships out of a certain area, not just enemy ones.
